School/Center Overview

The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe, diverse and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations and Maintenance.

The University of Pennsylvania is implementing a campus transformation entitled Penn Connects ( This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. In addition, the University has secured $300M in Century Bond funding and continues to upgrade existing facilities over the coming years.


Provides direct oversight for operational and maintenance decisions involving labor and staff deployment, resource leveling, material management, and overall team building among assigned workforce. Manages assigned budgets and schedules within guidelines and provides support and input on budget formation. Authorizes purchases requested by supervisors within established guidelines. Manages work within the collective bargaining administration to support initiatives and participate in grievance/discipline process. Collaborates and regularly communicates with, customers, vendors, assigned work units and staff, and other internal departments to meet service requests as required. Coordinates all workload and resource leveling with other departmental managers, via a work order system, to ensure delivery of
services in accordance with acceptable service levels. Participates in the job interview process for hiring people for this department. Ensures compliance with all University and departmental policies and procedures. Manages the assigned procurement and service contract and ensures compliance with all contractual requirements and work towards improvement in delivery service. Supports the Universitys goals especially those relating to Safety and Sustainability.


BA/BS in architectural or mechanical engineering or related field and a minimum of five to seven years of building and/or plant engineering experience with an operating background, preferably in a unionized work environment in an academic or similarly complex environment, or an equivalent combination of education and experience. Significant knowledge of building systems, HVAC controls and preventative maintenance systems. Knowledge of City/State Codes, and ASHRE standards. Demonstrated excellent interpersonal, supervisory, written and verbal communication, and organizational skills. Strong financial and analytical skills. Proven record of strong customer service skills. Knowledge of basic computer software (Microsoft Office). Demonstrated ability to exhibit good judgment and be able to manage multi-skilled trade groups. This position will require the individual be on-call 24/7 and designated as ‘essential personnel’.
