School/Center Overview

The Division of Facilities and Real Estate Services (FRES) provides the expertise, business process, policies and standards required to plan, design, construct, operate, maintain and renew the physical assets of the University, excluding the health system. In addition, the Division, comprised of approximately five Departments, is responsible for the strategic planning, management and operation of non-academic University property, and collaborating with the neighborhood to create a safe, diverse and economically vibrant destination. With close to 12M square feet of space, FRES maintains 186 buildings on a campus of 276 acres, completes over 60,000 maintenance requests per year, and starts approximately 250 projects a year. FRES is comprised of the following Departments: Administration, Office of the University Architect, Design and Construction, Real Estate, Operations and Maintenance.

The University of Pennsylvania is implementing a campus transformation entitled Penn Connects ( This comprehensive, award winning effort is expanding the campus over the next 20 years, including the construction of new academic research and recreational facilities. In addition, the University has secured $300M in Century Bond funding and continues to upgrade existing facilities over the coming years.


A direct report to the VP of Facilities and Real Estate Services (FRES), the University Architect (UA) provides strategic leadership, coordination, and administrative oversight for the overall direction of architectural, space, and open space planning and design projects so as to meet the needs of the University of Pennsylvania, for new construction, preservation and rehabilitation projects. The UA also has programmatic responsibilities, with oversight for the maintenance and review of university policies that have direct bearing on design, on the stewardship and management of overall campus character, and on an ambitious climate action agenda. The UA oversees the campus planning process and associated long-term physical planning strategies, directing and providing design guidance to major capital projects. The UA leads the Office of the University Architect (OUA), with a staff of approximately 16 that includes the Principal Planner, University Landscape Architect, Manager of Data & Documentation, Environmental Graphics Designer, and Sustainability Director. The UA has oversight of the licensing and permit liaison function, with responsibility for coordinating and implementing City of Philadelphia building & zoning permitting for construction projects, traffic issues, and utility and roadwork right-of-way. The UA serves with the Dean of Penn Design as Co-Chair of the university’s Design Review Committee, which evaluates the suitability and quality of designs for major capital projects. In collaboration with FRES Administration, has oversight of the Capital Plan Process, which organizes, prioritizes and coordinates the $150 – $300M new construction and major renovation annual budget and the 5-year plan. The UA leads the Climate Action Plan, collaborating with FRES’ Operations & Maintenance and Design & Construction groups on implementation of building projects, sustainability initiatives, and campus open space maintenance.


Master of Architecture required, PA Registered Architect and LEED certification preferred, minimum 10 years experience in architectural practice and/or client-side management responsibilities, 3-5 Years experience working in the academic environment, 3-5 years experience in real estate development, or related activities and 5 years leadership/management/supervisory experience.
