Duties

The principle duty of the Business Manager is fiscal accountability for the Department of Biomedical Sciences. Responsibility for all funds basis, portfolio-wide accounting, reporting and budgeting. Other non-grant funds include the operating budget, special purpose funds and gift and endowed funds. Financial oversight includes the Penn Vet Cancer Center and the Transgenic Core Facility. Maintain the department operating budget and oversee daily fiscal operations. These tasks include the development and monitoring of all budgets into the university’s Hyperion Planning system, preparation of fiscal projections, monitor on-line purchasing and monthly PROCARD activity, screen and approve all expenditures, review and verify all activity for accuracy and compliance, perform budget reallocations, as needed, prepare and process journal entries. Prepare regular financial reports including forecasts and strategic planning for the chair of the department. Communicate policies and procedures to the faculty and staff.

Responsible for overseeing all grant and contract pre-award and post-award functions within the Department of Biomedical Sciences (total 10.0M) including the Penn Vet Cancer Center in conjunction with the department business administrator. Responsibilities including but not limited to processing proposals via PennERA, budget support, progress reports, problem recognition, analysis and resolution during all phases of the grant cycle. Responsible for Pre Reviewing and Post reviewing all effort reports. Exercise resource stewardship to ensure compliance with related policies and procedures for both standard university transactions along with federal grant transactions. Prepare and analyze monthly reconciliation reports for Principal Investigators, monitor and communicate spending patterns and account surpluses/deficits and process subcontracts and sub-award requests. Responsible for the supervision of a Business Administrator.

Qualifications

A Bachelor’s Degree and 5 years to 7 years of experience or equivalent combination of education and experience is required.
