School/Center Overview

The Division of Finance is responsible for an array of centralized financial functions of the University. Our various departments are responsible for administrative services that support financial accounting and disbursement activities, research administration, external and internal investments, cash and debt management, risk management and student registration and financial aid.
Under the leadership of VP for Finance and Treasurer, MaryFrances McCourt, the Office of Student Financial Services is undergoing a transformation. The Office is working to:
* Support the University’s goal of recruiting and retaining a high quality diverse student body by planning for, developing, allocating, and delivering financial resources and tools that:

o make a Penn education financially manageable for all admitted and enrolled students,
o are competitive and relevant,
o limit educational debt burden, and
o enhance the overall student experience.

* Modernize all student processes related to billing, registration, loans, and records while optimizing the customer experience.


The Executive Director is responsible for leading the transformation of a student facing organization in support of the University’s cornerstone mission through operational leadership of the University’s Student Registrar and Financial Services. Supervising a staff of 50+, this role is accountable for designing, implementing, and directing University services related to records and registration, billing, and account management for tuition and fees.

The Executive Director ensures an efficient centralized billing system for all amounts due from students for education and other services, optimizing cash flow and maximizing the recovery of delinquencies. The position also directs all student registration and related services.
The Executive Director will also be responsible for establishing and managing the University’s first Student One Stop Student Services model: a model expected to rely heavily on cross-trained staff, sophisticated transaction-enabling self-service, intuitive online portals, superior customer service, and thorough integration of traditional services such as registration, financial aid, billing, all under one virtual and/or physical roof. This model is student-centered and technologically rich, and from a student’s perspective, simple.
Additionally, this position will develop comprehensive Financial Literacy programming with a strong focus on relevant and impactful tools for students.


MBA in Accounting, Business Administration preferred. Masters in related field and a minimum of ten years of progressive experience in student financial services or a finance field or an equivalent combination of education and experience required.

Previous experience in university or large or mid-sized complex institution is preferred. Experience supporting the implementation of a ‘one-stop’ service center is preferred. Strong management & leadership skills; exemplary customer service skills; strong strategic vision; independent judgment, problem-solving, and decision making in response to multiple demands. Evidence of well-developed analytical and communication and interpersonal skills. Familiarity with undergraduate, graduate, and professional degree programs-as well as with hybrid and online learning environments. Experience working in an ERP environment preferred, along with sophisticated project/process management skills; ability to produce results as part of a collaborative team in a complex decentralized environment.
